It strikes me more as the overconfidence of an opponent who believes they've already won. And judging from the reactions to that announcement, they may be right.
I'm not convinced it wasn't just a scare tactic to incite panic and convince us to turn on each other. It works well in war, if used right. And it looked to me like a lot of them gave the reaction they wanted.
There were enough people questioning it that I feel some sense of hope that no one here actually believes it's the only way to get through this, but. . .

But with the powers we were given, and now this fourth voice... I do think there's a good chance that this was set up deliberately. The directors themselves could be dealing with some sort of coercion, same as us, or they might be getting manipulated without their knowledge... or they're lying to us.
